I have a beautiful feather with a wave type stencil that I want to use for a quilt top but I don't know how to adjust it so it fits my border - is there some numeric or magical way to do this?

This requires a computer, but if you scan it and place your drawing into something like "Powerpoint" you can resize it very easily - larger, smaller, wider

Trace stencil lines onto plain white paper. Find a copy machine that will enlarge/reduce the image. If you have a 10" stencil that must fit into an 8" space, for example, copy at 80%. If you have an 8" stencil that must fit a 10" space, copy at 125%. Bring a ruler with you to the copy machine to be sure of size (usually easier than bringing the quilt top!). Try to avoid making a copy of a copy of a copy, because there is some distortion with each succeeding reproduction. Have fun and good luck!
